Ida Ratliff, 91 of Elkhorn City, KY passed away Wednesday, May 1, 2019 at Pikeville Medical Center. Ida was born September 3, 1927 at Praise, KY to the late Steve Bartley & Liza Childers Bartley. In addition to her parents, Ida was preceded in death by her husband, Billy Ratliff, one daughter, Linda Smith Looney, three brothers, Roger Bartley, Earl Bartley & Kenneth Bartley and one sister, Gloria Bartley. Ida is survived by one daughter, Ell May Tapscott of Elkhorn City, KY; one grandchild, Tammy Lynn Bugher; five step-grandchildren, Michelle Ratliff, Melissa Toomey, Wes Ratliff, Dave Ratliff & Billy Ratliff; one great-grandchild, Taryn Wahler; and fourteen step-great grandchildren and one great great grandchild. Ida is also survived by two brothers, Billy Ray Bartley of Shepherdsville, KY and Harold Bartley of Whiting, NJ and one sister, Mable Morell of Whiting, NJ; and two special friends, Arlene Stiltner & David Ratliff. Visitation will be from 6-10PM Friday, May 3, 2019 at the Bailey Funeral Home Chapel with a service at 7PM. Funeral services will be conducted Saturday, May 4, 2019 from the chapel with Jerry Overstreet and others officiating. Burial will follow at Dow Brooks Cemetery, Draffin, KY.
