Billy Rex Adkins, 63 of Elkhorn City, KY passed away Thursday, January 19, 2017 at the University of Cincinnati Hospital. Billy was born July 27, 1953 in Pikeville, KY to the late Jessie Junior Adkins & Sarah Martin Adkins. Besides his parents, Billy was preceded in death by one sister, Zetta Tackett. Billy is survived by his wife, Rita Ann Adkins; three sons, Billy Adkins, Jr., Drannon DeWayne Adkins & Jaden Rex Adkins; three daughters, Ruby Marie Adkins, Julie Ann Anderson & Leatha Ann Adkins all of Elkhorn City, KY; nine grandchildren and one great-grandchild. Billy is also survived by one brother, Kenneth Ratliff of Cynthiana, OH and six sisters, Tina Hackney, Sherry Smith, Betty Smith, Audrey Clevinger, Robbie Damron and Edith Owens. Visitation will be from 6-10PM Monday, January 23 & Tuesday, January 24, 2017 at the Bailey Funeral Home Chapel with services nightly at 7PM. Funeral services will be conducted Wednesday, January 25, 2017 at 11AM from the chapel with Edgar Sanders officiating. Burial will follow at Ratliff Cemetery, Draffin, KY.
