Billy Roger “Bill Tic” Powell

Billy Powell, 84 of Elkhorn City, Ky. was born On January 22, 1940 in Praise, Ky. and passed away at home on Thursday, April 18, 2024. He was a member of the Elkhorn City Methodist Church, teacher in Pike County, Ky. for some 33 years, mayor of Elkhorn City at one time, council member, coach in basketball, baseball and football and a referee. He was the son of Willliam Earl and Ada Alice Potter Powell who preceded him in death. In addition to his parents he was preceded in death by a brother; Dr. Bobby Powell and sisters; Betty Roger and Barbara Powell. Survivors are his wife; Che Chee Powell, daughter; Deana (William) Powell Robinette of Elkhorn City, Ky., and a sister; Bonnie Mullins of Bean Station, TN. and a host of nieces and nephews. Visitation will be in the Bailey Funeral Home Chapel on Monday, April 22, 2024 from 6:00-10:00 PM. Funeral service will be conducted on Tuesday, April 23, 2024 at 1:00 from the Elkhorn City Methodist Church. officiating ministers will be Tommy Taulbee and Chris Bartley. Entombment will follow in the York Mausoleum in Pikeville, Ky. In lieu of flowers make donations to the Elkhorn City Methodist Church.

    Billy was a wonderful brother-in-law and he will be dearly missed by me and my family. Prayers going forth for my sister Che Chee and my niece Deane. May the Lord bless
    them always. A donation in loving memory of Billy was mailed this morning to the Elkhorn City Methodist Church, and my family is surrounding them from a far with love, hugs, and prayers.
