Joyce Ann Stiltner Belcher, 73 of Elkhorn City, Ky. was born on Oct. 25, 1947 on Big Branch of Elkhorn City and passed away at the Pikeville Medical Center on Tuesday. She was the daughter of James Harve and Delphia Slone Stiltner. Joyce was a homemaker. In addition to her parents she was preceded in death by a brother; James Ercelle and sisters; Carrie Sue Cannon, Elaine Matney and Imogene Coleman. Survivors are her husband; Wendell, daughter; Rita Ann Belcher of Elkhorn City and a grandson; Brandon Scott Belcher. Visitation will be from 6:00PM-10:00PM on Friday at the Bailey Funeral Home Chapel with Daniel Ratliff officiating. A funeral service will be conducted at 11:00 on Saturday with Chad Wells officiating. Burial will follow in the Dow Brooks Cemetery at Draffin, Ky.
