Lucy Jane Phipps, 90 of Elkhorn City passed away Sunday, Nov. 16, 2014 at Pikeville Medical Center. Lucy was born August 11, 1924 in Elkhorn City, KY to the late Ruben Cantrell and Elizabeth Harrison Cantrell. Besides her parents she was preceded in death by her husband, Jack Phipps. Lucy is survived by two sons, Donnie Jack Phipps of Elkhorn City, KY and Fritz Phipps of Drift, KY, five grandchildren and six great-grandchildren. Visitation will be after 6PM Monday, Nov. 17, 2014 at the Bailey Funeral Home Chapel with services Tuesday, Nov. 18th at 7PM. Funeral services will be conducted Wednesday, Nov. 19, 2014 at 11AM from the chapel. Burial will follow at Johnson Memorial Park, Pikeville, KY.
